She repeated this viewpoint during an International Monetary Fund gathering in Washington, observing that the country's productivity challenge has been worsened by the way in which the Britain departed from the EU.

This was a carefully worded declaration, attributing harm not to the departure decision but to its execution; faulting the politicians who negotiated it, not the public who supported it. This differentiation will be crucial when the budget is unveiled soon. The goal is to attribute certain economic problems to the deal negotiated by Boris Johnson without seeming to disrespect the aspirations of those who voted to exit.
